After the 1971 Indo-Pak war, to improve the conditions of War Widows and their dependents, the Government of Haryana decided to start a welfare scheme through 'Rajya Sainik Board' which can help the War Widows and their dependents for self employment and securing jobs in Public/Private undertakings. Accordingly, a War Widows home (which later on came to be known as 'Sainik Parivar Bhavan') was started at Chhachhrauli (District Yamuna Nagar) in the year 1973, where War Widows and their dependents were imparted training in Handloom, Hosiery, Knitting, Tailoring and Cutting. On appraisal of this scheme, the Industrial Training Centres (ITCs) of 'Sainik Parivar Bhavans' (SPBs) were opened at various other places in Haryana. In these ITIs (formerly known as ITCs) free training and hostel facility is provided to the trainees. SPB as a welfare society was registered in the year 1999 under the Societies Registration Act, 1860 and governed by its Service (Common Cadre) Rules, 1999 approved by its Management Committee.
